There aren't any or hardly any. All (reciprocal) dependencies should be contained in the team itself or in the team of teams collaborating. This kind of practice (mt-pbr) works best with multi-skilled teams, aka, cross component, cross functional.

If they don't agree they resolve that problem the way they deem correct. Coordination is left to the people who need to do the work. There is no manager needed for that.
