Not developing an end2end product is a well known phase in agile maturity.

However, this does not mean you cannot do Scrum. The Scrum framework will help you to inspect and adapt to create valuable product. To verify at regular intervals if your product is fulfilling the need of your customer, makes sense to invite your customer at Sprint Review.

My advice is to invite the people using your web service to your Sprint Review and collaborate with them by inspecting your increment to collect feedback.
