In businesses that have matured business agility, HR is agile too, so you would be promoted for showing learning abilities, agile mindset, development, etc, but not on being good in a single skill. This is because single skilled people are not so valuable for these kind of companies.

We aim at expressing customer needs in business language and give those problems to teams who can then solve these problems, while keeping the quality levels of their delivered product high. This is interesting for developers that like to solve problems, but not interesting for developers who want to have detailed specified tasks to code.
