It’s all about trust.
I had a house completely rebuilt once. We selected a builder by the questions they asked us. We took the guy who wanted to know about our pains and concerns. I was only able to be at the building location every weekend. So we had a weekly sprint.
I told him exactly what my budget was. He replied he was going to make the best of it. We had a daily standup with (video calls) so I could see the product and the team. He was the product owner and we trusted him for taking the right decisions with our money.
There was a lot of uncertainty as we did not know what we would encounter in this old house. Every week we evaluated product delivered versus money spent, evaluated remaining budget and adapted plans. We had to accept many compromises. We discussed scope continuously and he advised alternative approaches.
We stopped building when the time box expired. We (consciously) overspent the budget a little bit. The house was finished so that we could live in it. We modified it in the years after to bring it up to the level that we originally anticipated but could not afford.
